It's the brainchild of synecdochic and xb95 -- it's a journalling site which is based on the Livejournal code but with a lot of modifications and tidying up (for example, at Dreamwidth your friends list is split into "people whose journals you subscribe to" and "people you allow to see your locked content", a distinction which doesn't exist on LJ).
The project has been in development since last year -- I think they started talking seriously about it in the aftermath of strikethrough 2008. It's in closed beta right now, but they've started issuing a lot more invite codes in the last week, so the number of people creating accounts there is suddenly increasing. They're planning to move to open beta on 30/4, at which point anyone will be able to create a paid account (starting at $3 per month), although at that point there will be lots and lots of invite codes floating around, so it'll be very possible to create an account without having to pay.
Here's a post with some more info (http://synecdochic.dreamwidth.org/320377.html#cutid1).
