Washington, D.C. is laid out as a planned city, like Paris, only more so, because there was a Paris before the boulevards were laid out from the Arc de Triomphe, but there wasn't much but swampland before the city of Washington was built.

Like Paris, Washington is built around large boulevards that radiate out from a central point. In Paris, that central point is the Arc de Triomphe.

In Washington, that central point is not the White House, but Capitol Hill.

Yes, though the Bush Administration messed that up stupendously with its badly planned and poorly executed WWII monument that screws up the area between Lincoln and Washington memorials.

A lot of DC is hilly upland as well as swamp; upper Georgetown is no fun on a sprained ankle.
