Did I bribe somebody without realizing it?

So one of the things that I've had to square away is getting an apostille certification of my dad's birth certificate, so it can get officially translated into Greek. It was sent from Athens last week.

I sent it to Madison, Wisconsin, Friday afternoon.

Today (Tuesday), at two PM, it came back. With the apostille cert attached.
