They're building an ark on 59th Street.
Ways to know when New York is having one frell of a rainstorm:
1) You can't see from the Manhattan side of the East River to Roosevelt Island, let alone Queens.
2) There is a geyser of water in the crosswalk across 63rd Street.
3) The windows by the building elevator are dripping water on the INSIDE.
